The Hong Kong Mountain Bike Association (HKMBA) is a volunteer organization that has, in recent years been working with the Agriculture & Fisheries Department (AFCD) to develop new mountain biking trails. Mountain bikers generally need to apply to the AFCD for a free cycling permit to ride in the country parks (www.afcd.gov.hk). There are currently ten country parks areas where cycling is permitted.
